The DP5X is a drop in decoder for the Atlas AEM7 H0 locos but due to a glitch in the wiring of number board lights, it is not possible to control these lights or even do programming of the decoder. This is because the number board lights are directly connected to tracks.

To correct this problem, disconnect the number board lights
from its terminals on the circuit board. The terminals are named FNBL1 , 2 for
front lights and RNBL1, 2 for rear lights respectively. Then modify the wiring
as follows:
1. Solder two wire ends of the number board lights together. It does not matter
which end- red or black.
2. Solder the free ends of the front board lights to the diodes as shown in the
pictures.
Now you can control the lights with the F0 function.

In case you want the control the lights independent of the
front/marker lights then the lights have to be wired as follows:
Solder one free end of the board lights to the cathode of the diode and the
other end to the solder pad on the decoder (Any pad corresponding to green.
purple or brown wire can be used.
